the creeping green bar is when the index is cataloging the items in that folder. usually only happens in big folders with lots of files. you can minimize that by removing that folder from the index or changing the type of indexing.

Before - I would disble Search and Indexing. I wanted the "sleek and geek" install. After all, I am smarter than all MS engineers combined.

Last two installs - I do not disable anything.

How it relates to the OP -

Yesterday, following my latest install, I clicked the Music folder on my RAID5 archive volume. 155GB and several dozen thousand files in that folder set. First, I got a UAC permissions prompt (probably related to dual boot). Clicked thru it. Green bar of boredom appears. I let it do it's thing.

Today, no green bar of boredom - highly reponsive system and no negative afffect of any kind.

Suggestion - let the green bar of boredom do it's thing. Do not tweak any setting. See how it behaves in the aftermath.

Why is it that the "green bar of boredom" always seems to get almost to the end, and stop. It's like the closer it gets to completion, the slower it gets. I've waited long times and it's never completed. How long should I wait?

It seems when it makes it to the red "X" it stops.

I'm talking about a folder with about 20 thousand files.

I finally realized that instead of waiting for the green bar to complete loading when I click on "Computer", I can just click in the address bar to make it editable and then type in the drive letter of the drive I was trying to access, like "C:\". Then that drive appears right away.
