Where is setting to allow hover for selecting?

I just re-installed Win7-64 and I used to be able to hover over selections without having to click them. For example, on the desktop, I used to be able to create a new folder by right clicking, then hover over NEW and it would be selected. Now if I hover over NEW, I need to click it to select it. So, there must be a setting somewhere, I just can't seem to find it.

Type Ease of Access in Start or Control Panel>Ease of Access. Click on ''Make the mouse easier to use'' select the box that says "Activate a window by hovering over it with the mouse"

I tried the Ease of Access and the Regedit, then rebooted and it's still not right. Not sure what's going on, but my Win7 system before I re-installed it didn't have this problem.

I just verified and it is checked correctly. I accidentally discovered something. The reason I re-installed Win7 was because I just installed 2 SSD's in Raid0 as my boot drive. The thing I discovered is that when I hover over something and leave it there, it finally works after a minute or so. Also, sometimes when I type text, nothing happens, then after a few seconds, the letters I typed will appear. I am assuming this is related, but not sure what is happening.
