Here's what I want you to do. Google SIW, download that program and find out what motherboard your computer has, report it back here so I can examine it. It shouldn't make a difference what your chipset is and what card it will support, as long as you have the right BUS.

Better than SIW, full specs from Dell,

Documentation

AGP and PCI slots only. Main thing is which case is it, is it the mid tower or the slim?

Another very large consideration as to which card to recommend is this,

Power
DC power supply:
Wattage
small form-factor computer: 160 W
small desktop computer: 180 W
small mini-tower computer: 250 W

If at best he has the 250W PSU I wouldn't be sticking anything in there that requires a connection to the power supply, which both the 3650 and 4670 linked to do. I have an old GX280 here with the 250W PSU in it and I don't think the 14A on the 12 V rail will be enough.

We need to know what wattage the PSU has. Look on the side of it, there's generally a label on the PSU that says how many watts it is.

I have the 7300 & a stock PSU, can't remember the wattage on this one ? But it has been running the 7300 & 3 hard drives for over 18 months almost 24/7 with No problems. You could always get an inexpensive higher wattage PSU on sale ;)
