Which program is using the data?

Am using an internet modem. The data on the modem runs even when i think i have stopped all programs that might be using the data. How do i find the program using the data? Should i install a software? What is a recommended one?

You can open your resource monitor and view the network tab to see what processes are using your bandwidth.
