Why are these Recycler files in a folder I created?

I have a folder on my PC called C:\Backup. I thought that I created this folder myself and I wanted to delete it, but when I tried it wouldn't let me and said I require permission to make changes. The folder appeared to be empty but when I went to properties it said there were 214 files and 40 folders within. So I made the protected operating system files visible and this is what I found inside:

_Restore
Recycled
RECYCLER
System Volume Information
Thumbs

I don't know how these files/folders got there. Do they belong there? Can I delete them? Should they be in another location? I am confused as to why there are there, since I thought I created this folder, but maybe I am mistaken.

I am using Windows 7 Home Edition 64 bit.

If you had used that folder for backing up files from some drive, then the RECYCLER folder might have been on that drive and copied along with the backup. It should be fine to delete it.
The folders you have given are normally found in the root of a drive.
