I have noticed, while video chatting on Stickam, that when I launch a new browser window or perhaps run the Secunia PSI program that the chat audio laggs a but or quickly messes up and then goes back to normal. What are possible causes of this?

Using various audio devices, switching between them, or changing the programs that are using them can cause various noises. It can also take a moment for a switch-over to complete. It's perfectly normal.
It is a good idea to reduce the volume when switching stuff, as very "loud" ( the volume is a result of signal strength, some "switching" noises can be very loud indeed), noises of certain types are annoying and can be detrimental to your speakers etc.
Switching or starting other programs can also cause various noises.
