WHY is it open in another program

OFTEN when I am working with windowz explorer I get a message that the selected action can't be performed because the folder/file is open in another program. RARELY is that the case. So what it the problem?

Delete, move, are the actions -- and i have no idea why the previous text is blue.

Delete, move, are the actions -- and i have no idea why the previous text is blue.

When that happens, go to alt + cntrl +_delete to get task manager. In the task manager you wil seem many process, that are running. Close them down one at a time. Each time try to delete the folder. When it is actually deleted we will know where the problem lies, if you come back, someone will be able to help you.
