Why is my internet speed so slow

I am connected to virgin media and have an "excellent signal strength". Earlier today, I was playing a game(Dota 2 to be exact" and I had a ping of 1000. Internet was slow, I was the only person using the internet at the time and no one was uploading or downloading. I checked for malware and viruses and Norton had found 4 tracking cookies. Could this have been the problem? If not please expand and if it was the problem, what can I do to prevent these tracking cookies and how to maintain a better, safer computing environment? In addition how can I make sure that my computer is in optimum condition to provide a faster speed?

If you have not already done so; try power cycling your modem and router. Unplug both; wait about a minute; then plug the modem back in first and let that boot; then plug the router back in and let that boot. Doing this will reset both the modem and router which hopefully will solve your issue. Post back if it doesnt.

Also have a pretty bad speaker setup which is a klipsch promedia 5.1 surround speaker setup with huge subwoofer and lg blu ray player/writer. Also a hp officejet pro 8600 plus wireless all in one and a logitech s7500 webcam.
