Will reinstalling/formatting Windows 7, make it run fresh?

Well, I just wanted to ask if Formatting and Reinstalling Windows 7 would make it run like fresh? Like new, my PC has weirdly gotten slower, I know why. From Downloading, random stuff. So would reinstalling make this better? My Internet is also slowing down.

The things you describe can be causes by malware and viruses. Are you running antivirus? When's the last time you did a scan for malware and viruses? I'm only asking because I have quite a few Windows 7 computers that have been running solid for a few years without any need to reformat.

Malware bytes said everything is alright.

Should I uninstall malware bytes?
No, keep Malwarebytes. Uninstall your antivirus (avast,norton,avg,nod32,panda cloud) and install Microsoft Security Essentials, as was stated above:Microsoft Security Essentials - Free Antivirus for Windows

Go to Scheduled Tasks in CCleaner
DISABLE ALL

REBOOT!


WIN | type MSCONFIG | ENTER | STARTUP tab
uncheck ALL
except for:
MSC "c:\Program Files\Microsoft Security Client\msseces.exe" -hide -runkey

REBOOT!

Your install list will take me a little longer, but here's an advance:
UNINSTALL
µTorrent

REBOOT!


REMOVAL OF P2P PROGRAMS

There are signs of one or more P2P (Peer to Peer) File Sharing Programs on your computer.

As long as you are using any form of P2P networking to download files, you can anticipate malware infestations.

After you system is running as it should, then certainly reinstall, reenable anything you desire, but while we're trying to get you going, then follow the advice.
