Everything (PCI-E X1, low profile ready) looks OK, except:

PowerColor specifies a 350W PSU or greater. The 3100C has a 220W PSU.

I'd guess that the PSU is overspecified; I think that this is a 25W card.

Well I ordered it as I asked on the Dell forum and a person suggested it should work

When it arrives, if it installs and loads does that mean it works?

Or do I have to analyse it in the long-term?

P.S. I still have time to cancel it (approx 8 hours from this post) as it hasn't been dispatched yet.

You'll probably find out pretty quick. If you start getting Bug Checks, you'll know. That's pushing past the published limits of the PSU. Your CPU could shut down and/or you could damage the on-board voltage regulator. Believe it or not, hardware does have its limits.

As Dell sold the 3450 for use in that system, you ought to be OK.

If you want to beat on the card, try Furmark:

But I wouldn't stress a low profile card with passive cooling, on a small form factor computer with such a weak psu
