win 7 64bit RC randomly switches from Dvorak to Qwerty

Today while typing in notepad, the keyboard suddenly switched from Dvorak keyboard layout to Qwerty. Yesterday Opera did it. Before Opera did it, Open Office did it. When I close the offending program Dvorak is restored.

I am NOT using the language bar and do not have qwerty set as a default layout, Only dvorak.

Is anybody else having this problem and/or know how to prevent it?

Try using ctrl-shift. If that causes your keyboard to switch that might be your culprit, not capricious randomness.

I use Qwerty and Dvorak key layouts and this switches between them. Tried to configure with the Regionalization control panel and that doesn't seem to remap this keystroke. It's definitely inconvenient for spreadsheet users.
