Win 7 64bit won't allow to install program in the WINDOWS folder.

OS windows 7 64 bit hp.

Goal: To install a program in local disk c -> windows folder -> windows subfolder.
I read on a site it will work.
I will first test it on a virtual maschine, in case you think it won't work.

I ran the installation as administrator, that is right click and press run as administrator.
Still during installation windows prompted, that it could not install the program in
a subfolder to the windows folder because not administrator.
And asked for a rerun of the installation as an administrator.
It's mine computer, so I'm administrator.

How do I install the program in the described subfolder?

It's claimed, that if you install a sapi5 32bit voice in folder: disk c -> WINDOWS -> ... -> en-US
you can make a 32 bit voice the default voice when turning on the computer.

My apologies. I thought you wanted to install windows itself into that sub folder. The question is an interesting one.

Do you "install" a voice? What is it nec to be 32bit?

In your case the default path for installation is C:\windows\... wow64. If the voice is 32 bit it should install into c:\windows\... system32.

Try searching for the other voice files (.sapi ?) to see where they are installed.

Are you an administrator?

Have you tried taking ownership of the folder (there is a tutorial on it in the tutorial section here on SF)?

Whats the difference between the 64 bit & 32bit?

To recap:
At a point you could get sapi5 voices free at microsoft.
This is about installing sapi5 32bit voices on a windows 7
64 bit computer, and make installed 32 bit voices
available in the 'text to speech' menu, and furthermore making
it possible to make a 32 bit voice the default voice if choosen, also
after a computer is turned on.
It is possible to install a sapi5 32bit voice on a windows 7 64 bit computer,
but to make it available in the 'text to speech' menu, and to in fact
choose it and making programs, that use window's voice, use the choosen
32 bit voice, you have to run a workaround file called change voice.

It appears you haven't encountered the problem,
but if you download the files, you can try for yourself.
If you are running a windows 7 64bit computer.
I don't think it was microsoft's intend to make 32 bit voices not work
on windows 7 64bit. Maybe it's just a bug. But I cannot find a place
to report a bugreport to microsoft.
I don't use voice steffi as the default voice. But I want to find a
way to make 32bit voices the default one.
I cannot make a solution, I try to find a solution, or to find someone who can
make a solution.

I'm not able to change permissions or ownership of windows folder using
properties. I can access properties but I cannot change them.

I should be the administrator, it's my computer.
And I can install programs as administrator. How do I get an administrator?
