Win. 7, can't open prog's. get repeated..ie.xplore.exe, in view d/l's.

Hi I'm new" Big problem Win. 7, H.P., w/I.E only browser. Can surf. But NOT able to open any other programs. I only get a ref. pg. the To View Downloads, like primarily...ie.xplore.exe. If either run/save....it merely repeats itself, 1-6 manual times, but it d/l's, but I can't open to run. The same with my Avast A/V. Can't open scan either, same CCleaner, the whole works.
Yet, my Home Pg. Msn.com, opens, to surf, say to here, as I got 7 Forums, from a Yahoo search on IE...problem defined.
Yet, oddly enough my spouse, as user...on the HP older Laptop Pavillion, we can do 'anything there', as well the Guest User is OK. Have spent consulting fees, to no avail.
Win. is up to date. Avast the same. Malaware Bytes is up to date, scans not picking anything up. But I suspect a rootkit, not found.
SuperAntispyware...didn't find anything.
My Bell...Canada ISP run a scan to-day, I DNK the results yet. But all thru...my spouse user sign on.
Me, I'm very limited, with only browser access. I cannot therefore re-d/d Chrome/Safari...Quite stuck eh.
Is it ok....then to delete me as a user, were both administrators.
I could renew another user ID.
I don't wish to spend another $2-300.00 for consulting techy fees, Avast....'associated tech. ass's.... couldn't discern anything, some virus, not disclosed, but worked on it....Sunday...4-6 hrs., brutal eh.
I'd appreciate any Help.

ADW download from bleeping computer delete any rubbish found with the malware scans
(NB If one is running Kaspersky security it may rant about ADW - just ignore it or disable Kaspersky while the ADW is being used)

Further there are these too
Emsisoft Free Emergency Kit: Portable malware scanner | Free removal of Viruses, Bots, Spyware, Keyloggers and Trojans (I only run the Emergency and Command Line scans)

this will scan the system without involving Windows as it is a bootable source
Download Kaspersky Rescue Disk 10 click on some of the links to see what it does and where to download the program and burn to disk (I prefer a disk but you can use a USB stick)

MY new post, kannutipper0, but used to be here, maybe 10 yrs. ago as kannu, that's fine my error, age eh.
Recent post, IR..11, internet explorer def... doesn't work. A lot of great suggestion's working thru them. I'll def. get back soon. Some a reminder already, that's ok.
Any comments, on 'Bomgar', my Avast A/V Premier, when I approached them, my A/V not working....they referred ME to their, they said.
Techy Div., in Florida, so be it, the Calif. destination, chap...then sold me a 1 yr. subs. for $190.00/for the year fee. Referred over phn. #etc....to Florida, I def. DNK? who they were, didn't ID themselves properly, billed Visa as, DRI-AVAST', didn't install software on PC.
BUT, of course, later Florida people did, worked there with 2 guys 'got cut off', Carlos many hrs. on Sunday....'very good techy', then again another chap...<Mathew> ok as well.
We had to delete "ME" as a user, access on my spouse user, then 'create another I AM new adm. user, say K2., trns. all files, many scan, working ok NOW.
Of course, I have Quick Connect, using Bomgar as well, installed by the, for the second go around.
But presently 'USING' your suggestions, much more, difficult situation resolved.
I should have waited for 7 Forums, too quick on the draw.
But many thanx, will come "IN HERE WEEKLY".
