Win 7 Idle Issue

Win 7 Upgrade from Vista
I just upgraded to Windows 7 premiun. MY old operating system was Vista premiun. I have a dell desktop Inspiron 530.

When I leave my PC idle for any amount of time and when I come back to get on my PC (PC IDLE) I tap the keyboard or move mouse to open up my desk top my desk top wallpaper appearsbut the tool bar at the bottom is missing and my desk top icons are missing as well. The only way I can get on is turn my system off and turn it back on. Is there are setting I am not aware of to prevent this?

Next time that it happens
Go to search, type event viewer
bring up the viewer
Check for errors.

Go to device manager, check your drivers. Look for any yellow markers indicating problems
Update all drivers.

Turn off your anti virus.

Finally, if nothing else works try in safe mode see if it works properly If it does do a a clean boot to try to localize the problem.
