Where did you get Win7? Did you burn the DVD yourself? Confirm ISO and burn another DVD using ImgBurn at 4x speed.
Next try writing ISO to flash stick. You can extract ISO from retail DVD using ImgBurn, then write using this tool with Win7 in showing the drop-down menu: Universal USB Installer – Easy as 1 2 3 | USB Pen Drive
Next try wiping the HD using Diskpart from DVD Command Line:
Clean and Clean All with Diskpart Command
DISKPART At PC Startup
Next reset the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS
While in BIOS set SATA controller to AHCI to try install, then IDE if necessary.
Unplug all other HD's and peripherals.
As a last resort, move HD to install Win7 in another machine, then SysPrep HD to move back to problem machine: SysPrep to move HD to another computer
