Win 7 single user changed to standard user. How do I get Admin level

I'm am trying to help a friend out who changed the only user account on a Win 7 Home Premium laptop to standard user. How do I get admin level back?
Everything I try comes back access denied.
net user administrator /active:yes
net localgroup administrators {accountname} /add
Safemode

Any way to get admin level back short of reinstalling windows?
