i know c/c++ nothing more than that but still just want to know the process n the min knowledge required to do so.

You don't need to be able to code to make themes (unless a little to make the .theme file, but i made a tut on that a while ago )

Anyway, if you wanna do it, you will need this:
*Graphic creating experience
*Windows Style Builder
*Photoshop or a similar application
*Lots of Patience and time
