Win 7 Ultimate stalls after LOGO sign. Need to fix it.

My Win 7 Ultimate does not boot beyond the LOGO sign. It stops at the "Black" screen with the mouse pointer.
OEM-CD repair options does NOT fix it. In fact after running the "Repair" it says ...could not find anything wrong with it. Please advise. Thank you.

[1] Have to clean installed recently?
[2] Are ther any other HDD's attached?
[3] Does it boot into Safe Mode?
[4] Have you fitted any new hardware recently?

Does not boot into Safe mode. Gets stuck half way. It is Win 7 Ultimate
Last known good config does not help.
This is a SATA Seagate 500GB HD.
Yes I have IDE HD connected but NOT powered. When powered the IDE HD boots FINE.
Tried fixing it again with OEM-CD Win7 Home Premium ….repair option cannot find anything wrong. CD boots fine.000000f
Win 7 Ultimate OEM-CD does NOT install all the way....gets stuck I/O error....Code Oxc000000f...file \BOOT\BCD
I don' want to re-install Windows, I want to fix this installation.
Tried Tenorshare-windows-boot-genius and Restoro.exe but these CDs do NOT boot as claimed.
Other repair options like Re-Image, Advance System Repair are USELESS because they DO NOT Boot the computer and have to be installed in a "working+ computer !!

Does the repair disc you're using have an option that lets you open a command prompt?

Yes, did CHKDSK atleast x5/6 ...OK, no problem.
Yes, repair disk (OEM) has command prompt. Tried all...bootrec /FIXMBR, FIXBOOT, ScanOs, rebuildBCD….
and nothing fixed the stall.

I would be tempted to delete the bcd store, then run startup repair a couple or three times to let it create a fresh one and populate the entries.

Or delete the bcd store, then use bcdboot command.

You can use this boot media so you can see what you are doing:

17514x86.iso
17514x64-v10.iso

I am a novice. I am learning on my son's OLD computer how to fix an issue.
This computer has Win7 Ultimate on IDE and SATA drives. IDE works 100%. SATA used to work 100% but now stalls after the Logo sign. Disconnecting IDE made no difference. Boots with OEM-Win7 Home Premium CD and a Win7 repair CD 100% but now, booting with OEM-Win7 Ultimate CD loads only half way and I get "I/O error". It used to load 100% but not now.
Whatever is causing a problem with Win7 Ultimate CD is perhaps causing the problem with the SATA drive loading Win7 Ultimate.
Need help to figure this out. Thank you.

This happened to me. I ended up replacing the video card. This cured it. I double checked the results ...Old card in no boot from logo...New card in all is well. Have no clue beyond that.

Try disconnecting the dvdrom drive sata connector and see if you can boot into windows on your SATA HD.

I downloaded, and copied files on separate DVD-RWs. Both files 17514x86.iso and x64-v10.iso do the same thing, which is, the computer does not display …."press any key to boot from CD/DVD" …. but the DVD ROM keeps clicking and the computer does not boot further.
If I take out the DVD then it boots into the Windows and stalls after the Logo sign.

Try disconnecting the dvdrom drive sata connector and see if you can boot into windows on your SATA HD

Disconnect the dvdrive from the motherboard.

Then see if you can boot into the windows installation on your SATA HD.

You are right...since the CD does not boot, I cannot try and fix Win 10 also.
I need a CD that will boot like the OEM CDs to try and fix WIn 7 Ultimate and Win 10 issues.
The funny thing is that I have this problem with SATA and NOT with IDE HDs both of which have Win 7 Ultimate.

After disconnecting the DVD ROM it made no difference to the boot. It still stalled just after the Logo sign with a back lit black screen and manoeuvrable cursor.

In that case it is not likely to be a driver problem related to the dvdrom drive.
