Win7 install lock on start screen

I have run accross an unusual problem installing win7 on two different laptops and getting the same result, stuck on start up screen directing after the first loading of files. The logo does not even start to appear.

I have been repairing and building computers for about 15yrs. now and I have seen many issues from Microsoft that just sometimes defy logic.

I am attemping this on a Dell XPS M1210 and a Gateway MA7 MX6959.

I have done all the obvious things; change ram, change dvd module, OS system disk incl. win7 win8 winXP 32bit & 64bit, bios reset.

Both these computers are laptop so if you need further info to help I will need to disassemble for independent identification of components.

I have recieved both laptops with current issue and do not know history.

Please Help I am stuck.

OK I have run thru and double checked everything I did and it still locks up on the first startup screen. I do not think this is a standard problem because I am the one everyone turns to when they cannot solve a problem.

Work through the steps I gave you which resolve 90% of installation problems -the rest are usually caused by UEFI settings in BIOS. Do you have UEFI, CSM, Legacy BIOS settings in BIOS setup or UEFI listings in BIOS boot priority menu?
 
Went thru the list twice

I went thru your very complete list twice and reset bios and flashed bios just to make sure. I tried it between every change no matter how small. the Dell M1210 I got to load Win XP and was able to load some drivers until the first restart and then it went into the start - last known config and restart - last known config forever looping. It will not restart and make it past the logo. I change HD,DVD, Ram and even tried one stick. everything I could think of including letting it loop for 2 hours just to see. I also ran a full diagnostic 2 hours everything checked out green check. I took it all aprt and cleaned it chcked each hard part with a magnifying lens. still same problem. 3 different OS disk factory Dell sp2, ISO Win XP sp3, This is really frustrating. :cry:

Second laptop nothing every time it starts win logo=freeze :cry:
