Win7 Restarts When I Tell It to Shut Down (not a BSOD!)

I just built a new desktop and installed Win7 Ultimate 32-bit on it, and I've been pretty happy with it so far. The only oddity is that when I tell the machine to shut down, it reboots instead. When it tell it restart, it does it just fine. It's not super obnoxious, but it is something I'd like to fix. Anyone have any thoughts on this?

If you invoke a command 'shutdown -f -s -t 1' what happens?

Right click Computer, Properties, Advanced tab, Settings button under Starup and Recovery, uncheck Automatically Restart.

blackzero: I use the power button when it's at the login prompt. I tried the command "shutdown -f -s -t 1" and it restarted. Tews: Tried that, it's still restarting.
