Win7 Win Update Fails to initialize; administrator permission required

On a Dell Optiplex 755 with Win7 Home premium, updated through July 7, Win Update suddenly fails to initialize with the an message claiming administrator permission is needed. This is weird as there is only a single user account set up on the PC and it has administrator status. The PC also has Kaspersky Internet Security 2015 s/w installed.

The exact error message text(s) are (as I wrote them down): "Some settings are managed by your system administrator" and " Windows update cannot currently check for updates because updates are controlled by your system administrator".

Could I have picked up some malware? Thanks, in advance, for all ideas, suggestions, or referrals to a tutorial that I haven't yet found.

It could be KIS having a hissy-fit?
Have you ever had another AV installed? which ones?

Please follow the Windows Update Posting Instructions and post the requested data

If the file is too large (8MB compressed), remove the older CBSPersist cab files until the final file is below the limit - you can always post them separately after zipping them. (the forum doesn't allow the upload of bare CAB files, for a number of reasons)

Please also post the C:\Windows\windowsudpate.log file

Thank you for your thoughts. I forgot to mention that the PC in question is a 32 bit machine. No, Kaspersky Internet Security (KIS) is the only anti-virus ever installed on this PC other than whatever it is that is part of Win7 Home Premium. I am not very skilled with Windows after W98 but I'll try to find and copy the windowsupdate file any anything else that looks useful. I'll also try deleting KIS and see what happens.

I downloaded Windows 6.1-kb947821-v34-x86.msu which I believe is the latest 32 bit version of the SURT. I started to install it and the install appeared to progress normally. Instead of completing the installation, I received the following error message: "The following updates were not installed; Hotfix for Windows (KB947821)". I also tried the installation with and without Kaspersky Internet Security being activated. I received the same error message either way. Suggestions, please. This problem substantially exceeds my personal knowledge base.

Thanks for your response. The file I think You are looking for is hopefully attached. As I look at the file, it would appear that the Windows Update problem appeared several days earlier than I had realized.

Here's the critical error from the attempt to run the SURT/CheckSUR tool.

This error is an 'File missing' type of error - the target file is actually not present.
This could mean one of two things.
1) the CheckSUR download is corrupt
2) the registry is corrupt.


Unfortunately, it doesn't specify exactly which file is the problem.

The "Unable to create remote update handler container process" appears to be extremely rare

Try downloading another copy of the CheckSUR file, and running that - I think if that fails, then it's likely to be a registry problem.

Thanks for your comments but I don't really understand what is happening as all of this is over my head. What is this CheckSUR file you want me to download again and where do I find it? If CheckSUR is the same as the previously downloaded SURT file, I downloaded a new copy and tried to run it but it failed just as previously described. If CheckSUR is something new, I need a pointer on where to find it. If I have a registry problem, how do I go about fixing that?

The CheckSUR file is that large file you downloaded - KB947821 - and ran.
It checks a lot of files and registry entries - but if it's corrupt itself can give misleading results.

Probably the best thing to do is to follow the complete Posting Instructions tutorial again and post a completely new set of logs.
