Win7 x64 HD Playback / HDMI out issues

My Specs are:
E8400, Core2Duo, 3.0Ghz
4gb Ram
Win 7 x64 (Fresh re-install just did it today)
Radeon HD 6450 (the specific card HERE)

HDMI Out to -> LG 42" 42LK520

I originally had issues with tearing that I resolved by both manually setting the refresh rate of the monitor to 24hz, and using XBMC's sync playback to framerate options...

I'm using the K-Lite codec pack and I have no trouble playing HD videos of any size on my rig through my monitor. I get decently low CPU usage (pic attached) when I engage in HD Playback and it displays flawless on my monitor, but, when I move the video over to my LCD (I have it set up as extended desktops), it gets periodically choppy... but theres not any more of a spike in CPU or memory usage than when it's played through my monitor...

I've been trying to get this to work perfect for almost three weeks and im at my wits end... I'm pulling out my hair and about to buy a media streamer even though my LCD and my rig are 10 feet apart... any help would be greatly apprecaited...

remove klite and install the Win7codecs.
The installer opens a setup and usage page, read it, and bookmark it for future reference. This codec package will enable WMP and Media Center to play all your files but if you still want to use MPC-Homecinema, use the version released on THIS PAGE because it is pre-configured to use the installed codecs.

After ditching all codec packs, and having MPC-HD run as x86 and having MadVR tied into it all, it seems to have solved the issue(s), albeit it uses 45% of both cores (as it does not support DXVA) vs. 5 - 10% while using K-Lite's DXVA setup.

I've posted this question on a few forums and heard a few things in response, and I wanted to loop everyone back in and make sure that I'm getting the best information, so I dont have to be an annoying /b/ro and post yet ANOTHER hdmi out related topic.

I've heard that my issues may be tied into the fact that I'm running extended desktops (I can't do mirrored, because my T240HD monitor wont let me force any other refresh rate, and the TV wont take any refresh rate that the monitor isn't while they're mirrored), and that the CPU/GPU may be giving lower priority to the monitor and that I may be best off marking the TV as primary and the monitor as secondary... (But im assuming this will move all my icons and have all of the default stuff put onto the TV rather than the monitor...)

The GPU is passively cooled, but, I find it hard to believe that a Core2Duo at 3Ghz with a HD 6450 + 4gb's of ram would have a hard time outputting 1080p and/or struggling with it at ALL, especially when there has rarely (if ever) been an issue with displaying it on my monitor. Although I feel like this might a setting somewhere in the system and not exactly program dependent because I get similiar results when outputting to my TV via HDMI in extended desktop in XBMC + VLC and MPC (prior to MadVR)...

Again, I am supremely appreciative of everyone's help, and can't thank you enough; thanks for everything, especially for not being snarky 14yr old trolls...
