WinDBG and C# Application

I have written an application for Windows 7 using C#. I am using WinDBG for debugging. I point WinDbg to all the directories sym, source and image. I end up with "no runnable debugees error in 'g'". I am wondering what can be done. It is a Winsock application and is halting on socket.RecvFrom(); but only when ping is disabled by firewall on the target machine. That is why I am debugging. I am hoping to get an answer soon so I don't have to rewrite my application for WinPCap.
