Window 7 upgrade problem in Mexico

I am currently running Win 7 Home Premium (OEM) on a Toshiba T135. I would like to upgrade to Professional or Ultimate only for the language pack for English. I live in Mexico, the Toshiba was manufactured for the Latin American Market. I opened Windows Anytime Upgrade, and was informed that the upgrade option was not available in my area and to see a local dealer. Big problem, no local dealer has a boxed upgrade or download available.

I went to Microsoft US asking for help, bascially the reply was "sorry". Of course my IP address shows "Mexico" , even tho' I have a US billing and mailing address, this stops me from downloading from Microsoft.

Does anyone have a suggestion for a work around, short of carrying the laptop to the US?

You could do fresh install of win7 home premium english version using a generic disk available on the web. Google is your friend. Just make sure it is an english language or multi language disk. Then activate with your COA sticker key or retail box/OEM box key (whatever, depending on how your existing win7 version was acquired). You may need to do a phone activation.

Strictly to purchase a legal copy of it, you could use a US proxy server.
