my player starts up slow and when i play most of my songs i can't skip
to a certain place in the song the seek is not moving from the start

You have a lot of potentially conflicting software. What PSU do you have along with the rails + amps + volts? I would:

1) Uninstall any unecessary software and any codec packs.

2) Reboot after the last uninstall.

3) Run Disk Cleanup, choose more options, clear the restore points, then run the rest of the cleanup.

4) Run Disk Defragmenter.

5) Run chkdsk.

6) Install K-Lite Codec Pack Basic, and only the basic package. Reboot.

7) Install DirectX February Redist. Reboot.

8) Install the latest drivers. Reboot as necessary.

9) Clean out the dust in your case.

Post back the results if WMP is working.

yes did that no luck how come it worked fine on vista 2 drives are out of date this
happen when i updated to win7 the drivers are out ofg date SPTD device and archlp device is not working
properly but i do not know what they are and when i go to device manager there not there i can't
find them this may be the problem

also i install DirectX February Redist it extracted lots of files do i move those files anywhere
there was a setup in file and i ran that sucessfully

also could disabling and setting something to manual in services cause this problem or disableing a feature

Services won't help - did the Redist help or any of the other steps? And what PSU do you have?
