Window will not resize or maximize

I downloaded a portable tweaking app from here and the window opens larger than my display so that the bottom of the window (where the buttons to "apply" the tweaks are) is off the screen. The maximize button is grayed out and no moving handles appear when I move the cursor to the window borders. I cannot find a way to maximize the window or resize it. Any help?

Ok, found a little utility to fix this issue temporarily, though I'd prefer a more permanent solution if one is available.

Your system's existing screen resolution is smaller than what the application "Smart V2.exe" supports.

Close the Smart V2.exe application and then increase the screen resolution to maximum supported by your graphic card.

This can be done by right clicking on the screen and selecting "Screen Resolution". Here click on the box next to Resolution, and move the pointer to the top for maximum resolution. Press Apply and close the dialog box.

Now your screen icons and text becomes smaller indicating that the screen resolution is increased.

If the selected display resolution is not supported by your screen, the screen may become black. Don't panic. Don't press any buttons for about 15 seconds and your screen will return to earlier resolution.

Now you can try another setting for screen resolution until you find one setting which works for you.

If you can see the desktop properly with new resolution, then press "Keep Changes" button in the Display Settings dialog box.

Now try again the SmartV2.exe application.

After you finish trying this application, you can return to your earlier screen resolution again by above method.
