Windows 7 32-bit stuck on logging off

I have done the following things, but not in order to troubleshoot the PC:
ran mem diagnostic
ran hard drive diagnostic
re-imaged the OS
ran clean boot
uninstalled all drivers and rebooted

I am at a loss for what else to do to fix it.

It is likely a service or program (e.g. antivirus) preventing Windows from logging off. Post a screen capture image of all the items in your startup and services tabs, from MSCONFIG.
