Windows 7 and CPU overload

My windows 7 dell laptop will not launch internet explorer--i had recently removed Chrome and was trying to install malware.

nothing I do can get it to connect to the internet

when I open task manager, it shows CPU operating at 100% when nothing is running

any thoughts

If you have a restore point from just before the malware install attempt I would try that first.

If not try opening an elevated command prompt and running
sfc /scannow

What are the processes that use all the CPU time. Look in Resource Monitor > CPU tab.
