Is windows 7 backup tool reliable to make a backup or are hiren's boot CD 10 tools much better? I mean can I trust windows 7 backup maker? will it do everything correctly(some files during this operation are in use by system)
As long you have your Windows 7 repair disk or the install disk. Windows Backup is a great backup tool. It has saved me already!

EDIT: You will not need the install or repair disk if you are restoring within Windows..The only time you will need your repair or install disk is if you need to image your hard drive, back how it was before.

I agree with Johnathan and Ryan, in fact I only use the Windows 7 back up. I do want to bring to your attention that many here swear by the free Macrium Reflex. Based upon what I read, the only important difference is that Windows 7 back up cannot back up to a CD (although it is not admitted). Macrium, based upon the report of others can back up to CD. Be aware backing up to a 4GB CD would be a PIA. I only know this because I am not able to find an external hard drive, that most would agree will last at least 2 years.

Yes, I have used the "system image" utility quite a number of times and it has always worked for me. Even taken the image to a different physical hard disk (has to be same size) and it worked.
There are advantages to some of the 3rd party tools...but depending upon your needs they may be totally unnecessary. I just started using Acronis True Image Home 2010 myself. After playing with the 30 day trial, I liked what I saw and when NewEgg ran in for $23.99 and free shipping I felt it was well worth the investment. For me, the Try and Decide function of Acronis is worth the price of the software. For others, this may be a complete non-issue.
