Windows 7 bandwidth throttling

I recently installed Windows 7 on my computer.
It now dual boots with XP.
Everything is working fine except that I notice that the download bandwidth degrades by 20-30% a few minutes after boot up.
I have a 10mbps/1mbps service.
At the start, my download speed is near the max 10mbps.
But after just a few minutes, it slows down to around 6-7mbps.
The upload speed is not affected.
I have tested using Explorer, Firefox & Chrome. I used several different bandwidth test sites.
I have used several recommended tweaks & patches but nothing works.
When I boot into XP, I have no problems with bandwidth.
I see alot of threads on the web regarding this problem but no real solution.

Does anybody know what's happening????

Hi bigguy and welcome

I suspect you are running homegroup as your networking protocol. Homegroup has been shown to have problems with slow downloads. there is an easy fix. If you set up a new network connection using the workgroup model your downloads should improve. If they do you can disable IPv6 and kill homegroup

Ok lets do it the hard way

Can you type ipconfig /all in a cmd window. Use the snipping tool built in to take a screen shot and use the attachmetn icon to upload it

Did you tried under safe mode??? Is it the same??? Look the services in task manager... any service that started 10 minutes later???

Found the problem

I ran the system in safe mode and the problem did not occur.
Rather than disabling several applications, I removed them and added them one by one to see which one was causing the problem.

It turns out to be Malwarebytes' Anti-Malware.
