Windows 7, Black Screen, Frozen cursor

Well, as the thread title suggest, my hp PC has the above issues.

It won't even go to the log on screen, it goes straight to the black screen & frozen cursor.

I've tried system restore, but instead of fixing the issue, it wiped out all previous restore points.

I don't know what else to do. Please help.
