Hold on. Perhaps we should at least try to fix Win7 before reinstalling it?

First reboot and tap the Dell F12 key to run Hardware diagnostics. It will test your hardware so you'll know if it is the problem. Dell Diagnostics Utility - How to Run the

If not, reboot into the Win7 DVD or (if you have it) System Repair Disk. The WIn7 DVD for your licensed version can be found in Step 6 of Troubleshooting Windows 7 Failure to Start, along with the tool to burn it to DVD or write it to bootable flash stick.

Reboot and again tap the F12 key to select DVD or flash stick to boot, boot into System Recovery Options to
run Startup Repair repeatedly. Report back what it finds.

If Win7 cannot be found of it won't discover the HD, reboot into BIOS setup using the Dell F1 or F2 key, make sure the HD is detected under Storage Devices. If not reinstall or replace it.

The Troubleshooting steps also provide everything that can be done to repair Win7, leading up to if necessary rescuiing your files to run Dell Windows 7 PC Restore or doing the superior Clean Reinstall - Factory OEM Windows 7

Try this

You may try to rebuild the ‘Boot Configuration Data’ or fix ‘Boot manager’. To do so, refer the following steps:
a) Put the Windows 7 installation disc in the disc drive, and then start the computer.
b) Press a key when you are prompted.
c) Select a language, a time, a currency, a keyboard or an input method, and then click ‘Next’.
d) Click Repair your computer.
e) Click the operating system that you want to repair, and then click ‘Next’.
f) In the System Recovery Options dialog box, click Command Prompt.
g) Type BOOTREC /REBUILDBCD and press enter; check if it resolves the issue.
h) If the issue persists then repeat steps ‘a’ to ‘f’ and type BOOTREC /FIXBOOT and press enter; and check the status.
   Note
To start the computer from the Windows 7 DVD, the computer must be configured to start from the DVD drive.

I gave you a whole list of steps to perform of which that was only one.

If you're not going to be any more thorough than this then you can forget about getting it fixed.

You need to perform every single step and report back on each so we can help you if you can't get them done.

Why would you ask for help and be so sloppy, disregarding steps like that? Troubleshooting requires absolute thoroughness.
