Forget the other tools mentioned but use GhostBuster to look for ghosted (non present) devices and cleanup.
It's not straightforward but you should be able to get an idea of how to use it from the screenshots.
I have tried to use your idea, but I have to say the problem isn't solved.
I have decided to stop there and do a fresh installation for my Laptop with conclusion: the problem is caused by using registry cleanup tool in Ccleaner and Glary Utilities. I think they cause registry problems so it can't be fixed by normal solutions. Re-installing OS with Easy Transfer is a good way to do.
So everyone must be careful to use what is said "make your PC faster". OS can handle everything, you shouldn't do things related to system.
