windows 7 desktop customization help!!!

So in the bottom left corner of this picture, the creator has added the video, games, documents script in there. I was wondering how he did this, whether it was a windows 7 setting, or a setting in a program like rain-meter.

any help is greatly appreciated.

That's rainmeter.

From the looks of it, he just used a STRING meter (with the other details like Size, Font, etc) and added "LeftMouseDownAction" line to open up the destination folders.
