windows 7 encryption

hy all again i just want to ask u guys if anyone had use the encryption method in windows 7 ? , i use for a partition bitlocker i think i'ts a good ideea but i have i so call problem if i say so , on my pc i have 2 user (administrator and a basic user) ok when i log on like an admin i unlock the hdd(had a partition encrypted with bitlocker) with my password , k nothing unusual here , but i switch user and now i'm log like a basic user and has acces to my harddrive because i unlockit with my other account , i don't think i'ts so great... , i read and i understand that when i unlock for first time my hdd, i unlockit for the entire computer not just for a particular user , i 'ts a liitle buggy , can i do something to just unlock for a user only or that's the way that the programs work?
and another question , who use a security certificate (encrypt and decrypt) and how that thing works? i'ts useful? u guys recomend this? i'm a home user and i'm curious how that thing work? thank you for the answers , srry again for my english.
