Windows 7 free upgrade for vista users

Recently I also purchased a Toshiba laptop, same procedure. In the store they'll tell you: Free upgrade to Windows 7. In reality they're saying:

Congratz you've just been ripped off. Windows 7 upgrade is free. But we're gonna charge you 30 euro's for the Cd. The OS is free, but the Cd + shipping (approx 5-7 euro).

-On a side note, I told them to gtfo as I wanted ultimate x64 and not HP x86. So I didn't order it. But last time I checked, they also accept bank transfer.

I can see 3 possibilities here.

1) This is an M$ OEM copy that will come with it’s own product code.
and can be installed in one computer only

2) This is an upgrade that will require installing Vista first.

3) This would be the same as ordering the OEM Recovery DVDs for W7
This would install the OEM recovery partition and all the OEM installed apps and tools.
(But .. The OEM bloat might not be desirable)

Option 3 might be worth the charge ..
But I would still be getting in touch with the OEM .. You Promised “Free”

When Vista first came out ....
The HP support
response time went from about a 1 hour ... to about 1 week.
I wonder what it is this time ??
