In Date and Time, Internet Time tab, click on the Change settings button. In the window that opens up, make sure the Synchronize with an internet time server block is checked. Now change the server to time.nist.gov and see if it works.
Go back into Services and double click on Windows time. Select the Logon tab in Properties. Make sure your logon is configured properly.
I find these outdated drivers on your system. Update these drivers starting with the Realtek driver.
