Windows 7 Home 32bit gaming spike problem

I have win7 home installed on my computer.
This is the specs:

Intel core 2 duo E8500
Raptor 160Gb 10K rpm
Gskill 4Gb RAM
ATI 4850

Whenever I play cod4 online game will lag every few seconds and got connection error every now and then, ping around 50ms and never go more than 59ms
Campaign mode run smoothly.
Search all over internet and a lot of people having problem with win7 and online game.
I did two registry tweaks from internet and so far did not help.
Anyone have any idea how to fix this problem?

If this is Modern Warefare 2 then the online play is not on a dedicated server, its people hosting a multiplayer on there home computer. This may explain why your getting lag and connection issues. However rule out any issues on your end, have you tried to play any other online games, CS etc... and if so, do they run ok?

Well I play both cod4 and MW2, both had some lags and spiked. It is obvious that server is not the problem.
I thought MW2/steam is the reason in the beginning, but after installing new OS and only cod4 installed on system, the problem persist.
I did not experience this on windows 7 RC before.
