Solved windows 7; i cant download or install anything. cant open any program

Hi everyone, just joined this forum. i have a problem i cant open any program or cant download anything. whenever i try to open something, a window appearing which gives me a list of recommended programs to open. And there is only one recommended program, IE. Eventually I cant open anything. I can brows the net by an Internet Explorer saved link! I dont know what to do, please help!

Get the registry entries for exe - Executable application files and lnk - Shortcut link (LNK) files from the article http://www.sevenforums.com/tutorials/19449-default-file-type-associations-restore.html

Merge these two registry entries by double clicking those.

Does anything change there?
