Windows 7 install help

My friend recently got a virus on his computer and I suggest installing windows 7, because he didn't mind losing all his files. So he tried installing it on his 4-5 year old dell and everything works fine except for the icons are large and off the screen? Any help please.

On the desktop ... click the middle scroll wheel of the mouse while pressing the Ctrl key. It should resize the desktop icons. Also, go into the control panel and click 'personalization' set the screen to the correct resolution. Then click on 'display' on the left margin and set the text size to what ever size you want.

He says the icons are back to normal, but the toolbar for Firefox and those things are large, as if hes in safe mode. He says it wont let him change the resolution

im pretty sure he has an ati, i'll verrify.
