Windows 7 Install Screen won't appear Part 2

I have tried booting windows 7 from both a DVD-Rom and USB. The problem is not either any of those, because I've used them for other computers.
So basically what happens....
1. Computer asks me to boot
2. Windows is loading files
3. The Icon appears and moves
4. The background appears but the install menu won't (The Menu where you press install now)

I have no idea why it's doing this. I do not need guides on how to do a clean install they do not help with the issue I am having. This is sort of unique problem that I've never run into and would like some help from the community.

This is most always the installation media or installer. Is it happening exactly the same way with both the DVD and flash installer?

Check for newer BIOS version update. If none, reset the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

While in BIOS setup set SATA controller to AHCI first, then IDE if necessary.

Test your RAM: RAM - Test with Memtest86+ Swap RAM sticks, try single RAM stick.

Test your HD with maker's diagnostics CD extended scan: Hard Drive Diagnostics Tools and Utilities (Storage) - TACKtech Corp and Disk Check

Try running the installer from XP OS desktop.

Report back results and any error messages verbatim.

Why are you not backing up first?

No real risk to resetting the BIOS.

You must always back up your data when doing an install.

It would be best to also delete all partitions and create and format new ones during the installation process anyway.
