Windows 7 installation DISASTER!

Hi everyone
So I had w7 and decided to install w8...and were hideous.
so wanted to go back to w7. I gave it to a "professional" and ruined it COMPLETELY!
Everything is hug,dissorted. ALL of my programs deleted- GONE! From the menu, from the partition even from the disk manager (from the delete or change a program section). And I mean everything. Blank! I cant get internet connection, cant read any cd.
I try to reinstall w7 with my own CD (Operation System from Dell Studio 1555) but since it cannot read it I have my hands tied.
Tried to reboot from F12, nothing.
Tried Dell Image Factory but there is nowhere to be found NO MATTER WHAT!
What can I do guys? I am in huge trouble. I live in Greece, money is extremely short and I cant buy a new laptop. Any ideas?

Did you create Recovery Discs? If so, then you can use them to get the laptop running again. We do need you to provide the complete System Specs for your Dell in order to help you.
Generally, you want to get into the BIOS and make sure that the CD/DVD drive is set as first BOOT device and the Hard drive next. Put the recovery disc in and reboot the machine. If you DO NOT have a recovery disc but have the COA sticker that should be on the unit - use the Clean Windows Install Tutorial. You must download the correct version of Windows 7 for your computer and burn the ISO file to a DVD. This should solve the operating system issue.
As to losing your programs and data - that does happen often during a reinstall/recovery situation.

Calm down. We deal with this every day here and have never had installation fail when there is calm cooperation.

First look over these steps to get and keep a perfect Clean Reinstall - Factory OEM Windows 7,
taking note of the Special Note for Dell Owners at the end. Test boot your Diagnostics partition now by tapping the F12 key to see if it will boot and run - try both the Diagnostics listing and any Utility partition listing for fuller diagnostics. If these run and pass all of your hardware then you should keep the first partition only during the booted install.

If you cannot boot the Win7 Dell REinstallation disk, this is almost always a user failure. Make sure the disk is clean and unscratched, or test booting it in another pC to be sure. Reboot and tap the f12 key, select DVD drive. Are you prompted to "Press any key to boot disk?" What happens?
