Windows 7 Language

I just upgraded to Windows 7 Ultimate just for a fix with this language problem. This is my problem. During chat, korean works well. But when I play a program that korean, it comes out like ?????? everytime I type. Is there a way I can fix this? Everytime I type something in the program in korea, it always comes out as ??????. Please help!

I installed the language pack and still the same thing.

In what program is this happening or is this in every program?

are you do the step ?? and change the display languages with you want.

This is all programs in a different language. Yes I tried the correct steps.
