Windows 7 log on background

So i walk into all these shopping, with Laptop running Windows 7 ultimate Home premium. They are all Loged off.

There background on the log off screen inset the Blue windows 7 default, some are there wired black ones.

How do you get them!

and i doubt they installed something, just for shops to display
