When I turned on my pc this morning it booted up normally but there were no login prompts when it finished booting. Just the normal login screen but no prompts to click on to login.
I shut it down and booted into safe mode with networking and that worked fine.
I am scanning it right now in safe mode with my Malwarebytes to see if something got in there. I tried a startup repair but that could not either find nor fix the issue.
I am thinking about uninstalling some of the recent patches to see if that clears up the issue. Is there other things I can try ?
Try a System Restore to a point before the problem started.

Yes when in safe mode the users icons showed up. I ran Malwarebytes to see if something creeped in it came back clean. I am thinking at this point to uninstall some recently installed programs and some patches to see if that clears up the problem
Why is System Restore not an option - I would think it is the easy route at this stage?

Unless you purposely turn System Restore off it will automatically create a point at certain times for instance before a Windows update! You do not need to manually create a SR point

Today I got an error that would not let me log into the computer. It said "The System cannot log on because your computer is locked. Contact your administrator."
I booted up in safe mode and it allowed me to log in. I tried different things like going back to a restore point. sFC /Scannow, even did a safe boot with all services not needed disabled and still nothing. Anyone seen this issue.
I uninstalled a couple of patches that were recently installed but then when into an issue with it hanging on configuring windows. I went back into safe mode and disabled the windows update service for now and it came back up. (Slowly though). I was able to get to a password prompt and was able to login. The desktop got about halfway through the start up and now it is hanging again.
I am going to try a clean boot tomorrow and see what happens from there.
I went into safe mode and set it do a clean boot. It rebooted and came up, I logged in, the desktop came up but then hung again (little blue circle going round and round).
Just read through this thread again and cannot find any details of an a/v software. What a/v have you installed and is it up to date?
And just to check although I can guess the answer: Do you use any system imaging software eg Macrium Reflect to back up your system?
From earlier posts I assume System Restore is turned off?

I think you may be getting to the re install of Windows to cure this problem but wait to see if other more learned members agree!

Yeah I'm kinda leaning that way at this point. Just really bizzare that I can get into safe mode with no issues.
So far I have tried
sfc /scannow : no issues there
System Repair: No issues there
Unistalled some patches that had been installed recently. (No issues there)
Clean boot. (Still get the same thing)
I would say that is a conflict with malwarebytes and norton 360.
I would try to uninstall both then install only Norton. Don't like malwarebytes as it stay resident but not active.
try SFC scannow and scan it, it is recommended to install programmes with related with ur issues for ease and prompt solutions.
- TWEAKING.COM windows repair (download it). after installations, go to - windows repair tools and tick ALL related issues and executes it!

Looks like it was Norton 360 that was the issue. I uninstalled Malwarebytes first but it did not come back up. I went and uninstalled 360 after that and Bingo !!!!!

I wasn't suspecting a Norton problem but a conflict between Norton and Malwarebytes.
If you haven't installed Malwarebytes, download and install SUPERAntiSpyware - Downloading File.
Run to see it finds something.
