Windows 7 not shutting down

I had to do a fairly large windows update and after completing it just says "Shutting down...". Been like this for 45 mins. This normal?? Is it safe to turn it off manually?

Just wait a little bit longer , and I don't think if you just shut it down it's going to cause any harm , gotta to confirm it with someone else.
