windows 7 not starting

i was using ie and my windows automatically rebooted and was asking for repair. i started it and power went off and my ups also got discharged before repair was complete.when i again started it later it is not starting.fan is running and power light is also on mouse light is on,cd drive is also working but there is nothing on my monitor???
can anyone please help me!!
