You can just double click into windows old and fetch your files but drag &drop or copy paste.... unfortunately most installed programs would need reinstalling for them to function correctly, however if its just personal files like pictures and videos then there will be no issue

TTS20 as in Text To Speech? if that fact is so then its a system protected file that is most likely of no use, you would have to reinstall that software manually.
I do however feel you are trying to copy mass contents of windows old in one go in which case it is best only to transfer small amounts of data at any one time, this will reduce error messages resulting in total transfer failure
Like i have said most program files wont function properly or even at all, in which case you must reinstall from disc or downloaded executable in order for them to function
If, what you are wanting to do is retrieve any saved documentation form TTS20 then you will have to locate those saved files and move them individually from the TTS20 install location

You should have backed up your files before reinstalling Win7 and then booted the disk to clean install so you wouldn't have gotten the windows.old folder: Clean Install Windows 7

If you're missing any files then you can browse into windows.old to drag them to their correct User folder in the explorer bar at the left of the file page. Once you're sure you have all of your personal data retrieved, you can delete windows.old by rightclicking it.
