Windows 7 Pro lag without CPU spike

Running windows 7 pro on a roughly one year old Dell laptop Lattitude. No problems, had great response time and the speed was fine. Started experiencing a severe lag on almost everything I do, without cpu spike. Something as simple as opening a folder or searching for a file become a matter of click and wait. Even clicking on the Start buttong can lag. Sometimes no lag, sometimes a lag. I can type a sentence and see nothing appear on the screen, stop typing and see the letters appear. For what it's worth, I am typing this on notepad and not having any lag. I type on MS word and experience the lag. There is no CPU spike and CPU usage could be below 5-10%. I'm able to work, but it is painful. I really need to get this resolved.

* Ran full system scan using Avast and found/removed 2 viruses
* Ran malwarebytes multiple times. Found and removed malware - crossrider; conduit; we-care; facethemes
* Searched HD and registry for files related to the malware; removed them
* Ran full HD scan, including surface scan. No problems
* CPU usage shows no spike in usage.
* Problem occurs in Safe Mode
* Updated the video, sound, keyboard and network drivers

My research in this and other forums has pointed to lots of things, some i've tested. I'm at a loss and could really use some help. Any help would be greatly appreciated.

It seems your system has been infected with alot of malware and virus. It would be better if you perform these steps to improve windows performance on the system:
