Windows 7 Processor Power Management

In windows 7 "Change Advanced Power Settings" menu in "Energy Options", there's a parameter called "Processor Power Management", where I can choose a minimium and maximum processor speed (in % of full speed).My laptop CPU is a Core i3-2350M (actually 2294,94 GHz), the BUS speed is 100 MHz (actually 99,78 MHz), and obviously, the maximum multiplier is 23x.

Do you know if I can freely change the processor percentage in order to change the clock speed?Or are the multiplier changes locked?I mean, can I set to this percentage to 50% or less, or in this line of laptop CPUs these changes are locked by some of that features, like Intel SpeedStep, Dynamic Frequency Technology?Thanks.

that basicly means that when your pc is at full speed, you can restrict the top clock speed but it aint higher than 2.3GHz, basicly if you dont use your cpu intensively, you can lets say restrict the power so it doesnt run as fast there for not using as much electricity
